New description:

 These are weak dependencies in the sense that zfec will work without them,
 but they have confused users and packagers of Tahoe-LAFS (e.g. see
 ​http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=683331), and are
 potential sources of packaging bugs. For example...
