Comment:

 Review:

 Everything seems great except for the use of the somewhat confusing
 "Happiness Count" expression. I think it would be preferable to use
 something like "Happiness Level", "Happiness Metric" or "Servers-of-
 Happiness Level".

 Reassigning to daira for patch changes.
