 Also, the same code didn't fail under py2.6 (on travis). A rebased version
 of the same changes (where the rebasing only changed welcome.xhtml) passed
 on both 2.6 and 2.7 on travis. So I'm pretty sure this is intermittent. I
 ran `test_util.FileUtil` locally (OS-X py2.7) 4400 times without a
 failure.

 I've pushed a branch with some extra debug prints to try and figure out
 what's going on.
