 Here's a proposal:

 We determine whether the source means the bag, or the contents of the bag,
 according to this rule:

 * If the source comes with a name, then it means the bag. If it comes with
 no name, then it means the contents of the bag.

 Note that the question of whether the source means the bag or the contents
 of the bag is not influenced by whether the target exists or doesn't
 exist.
