 FYI, http://foolscap.lothar.com/trac/ticket/236 is a plan that dawuud and
 I came up with for making Foolscap handle Tor/i2p Listeners and
 connection-hints cleanly. I need to re-read this ticket and see how/if it
 interacts with the changes we propose over there.
