 in preparation for actually completing this task i've merged in the magic-
 folder CLI tools dev branch... and thus have been able to prepare tahoe
 magic-folder test grids using the CLI. Here we've written rough draft
 versions of test_persistence and test_move_tree that use the magic-folder
 CLI.

 we've introduced code duplication... next we should make sure all the
 magic-folder tests share this code instead of duplicating it.

 we could benefit from a review but we are not currently blocked
