 Sorry, I meant to say `install_requires`. Tahoe-LAFS does currently use
 `setup_requires` but that is one of the things that has been fixed on a
 branch: see [https://github.com/tahoe-lafs/tahoe-
 lafs/commit/dc04bd2b331a2ba8f2737cbd891b8a9508a10ab9], and #2028 for why
 we still need a hacky exception to this on Windows.

 It would probably be good to insert a few days delay in this conversation
 so that I'm completely recovered from the migraine and don't have to think
 about it until then.
