 This is wrong. {{{shares.needed}}} only ever refers to a number of shares.
 Those shares can be served from any number of servers (which necessarily
 is between 1 and {{{shares.needed}}} inclusive, but that's a logical
 requirement rather than an additional criterion imposed by the
 upload/download/repair algorithms).
