 Instead of the single value now stored in tahoe.cfg, we thought to have a
 list of Helpers and the possibility to select one of them from that list
 using a particular selection algorithm.

 a- Allow for a variable number of helpers, statically contained in
 "BASEDIR/helpers."

 b- Before sending a file to the helper

   1- Check all the helpers to retrieve their statistics.

   2- Choose the helper with best stats.

 c- Send the cyphertext to the chosen Helper
