New description:

 This did not used to work on the 1431-windows-drop-upload branch. I forget
 the exact symptoms, but IIRC this ticket was about non-ASCII characters in
 the path to the magic folder (then drop-upload) directory itself, rather
 than the paths under that directory.

 A lot has changed in path handling since then, and I do not know whether
 it works on the 2438.magic-folder-stable.5 branch. In any case this needs
 smoke-testing and unit tests.
