 As per a Nuts & Bolts discussion w/ Brian Warner, this is a ticket to pull
 out just the "status API" parts of 2438.magic-folder-stable.13

 2438 has been rebased (several times) since 2569.magic-status.7 was merged
 to it and I'm going to have to take out the magic-folder specific bits
 anyway, so we can't just merge that (plus, the commits wouldn't line up to
 the newest 2438 anyway).
