 I've been seeing local test failures in test_system, against
 Twisted-16.0.0 (current is 16.1.1) and Foolscap-0.11.0 . These take the
 form of a !DirtyReactorError, where there are leftover 300ms !DelayedCalls
 that want to call the "iterate" function inside a !HostnameEndpoint. I
 believe this is a consequence of Twisted bug
 [https://twistedmatrix.com/trac/ticket/8223 #8223], interacting with
 Foolscap's new use of !HostnameEndpoints (which, among other benefits,
 make DNS A6/AAAA-record -based IPv6 hints work).

 8223 was fixed in Twisted-16.1.0, so I think we need to bump our Twisted
 dependency to that.
