 Glyph mentioned that Tahoe pins pyOpenSSL to 0.13 because of various
 setuptools reasons. Since I want to phase out support for non-
 Cryptography-using pyOpenSSL, I thought I'd post a comment here saying
 that using anything below 0.15.1 will be deprecated soon, and I don't want
 Tahoe to be left in the dark. :)
