 OK I've fixed an obvious bug and got most of the `test_introducer` unit
 tests to pass.
 Many of these unit tests are further complicated by our continuing to
 support the old intro V1 protocol... So I'm going to remove that code
 (there's a ticket open already) because continuing to spend time debugging
 introducer tests because I believe doing the code removal first saves lots
 of time.
