 Also, it looks like travis didn't catch this when it was a
 [https://github.com/tahoe-lafs/tahoe-lafs/pull/414 pull request] because
 travis runs everything in a py2 virtualenv, whereas our xenial buildbot
 tries harder to mimic a real user following our build instructions (using
 `/usr/bin/tox`).
