 Once a PR has been opened, Appveyor builds both the branch and the branch
 merged into master.  Building the branch at this stage is not terribly
 useful.  Also, Appveyor is slow and has deep queues, so these extra builds
 noticably delay the development process.

 Turn off branch builds when a PR exists.
