 https://tahoe-lafs.org/trac/tahoe-lafs/ticket/3049 requires that tahoe.cfg
 allow per-plugin configuration sections.  Plugins are not known until
 runtime so there needs to be a way to pass such configuration through the
 Tahoe-LAFS config validator.
