 #3053 introduces server-side configuration for storage plugins.  Plugins
 have to be enabled in the configuration file to be used.  If a plugin is
 enabled in the configuration but not actually found on the system, this
 should be a hard startup-time failure.  The server should refuse to start
 and the error should be explained.
