Comment:

 Sounds like the kind of thing you could easily do with your supervisor...
 eg systemd.  Implementing this functionality in Tahoe-LAFS would duplicate
 that functionality in some unique way which admins need to learn and
 Tahoe-LAFS maintainers need to maintain.
