 This is part of an overall goal to stop using TravisCI entirely.

 The TravisCI job represented by this matrix item:

 {{{
   - os: linux
     python: '2.7'
     env: T=py27 LANG=C
 }}}

 Gives us Python 2.7/Linux CI.  This is duplicated by `c-locale` job on
 CircleCI so we can simply delete it with no loss of coverage.
