 This is part of an overall goal to stop using TravisCI entirely.

 The TravisCI job represented by this matrix item:

 {{{
   - os: linux
     python: '2.7'
     env: T=coverage LANG=en_US.UTF-8
 }}}

 Gives us Python 2.7/Linux CI with coverage measurement. This is duplicated
 by many of the CircleCI Linux jobs so we can simply delete it with no loss
 of coverage.
