 This is part of an overall goal to stop using TravisCI entirely.

 The TravisCI job represented by this matrix item:

 {{{
   - os: linux
     python: '2.7'
     env: T=codechecks LANG=en_US.UTF-8
 }}}

 Gives us basic linting CI.  This is duplicated by the "lint" CircleCI job
 so it can just be deleted with no loss of coverage.
