 This is part of an overall goal to stop using TravisCI entirely.

 After the following blockers are resolved, we won't need or want TravisCI
 anymore.  I suspect it will continue trying to run until we flip some
 switches, perhaps manually, perhaps in the TravisCI web interface.  Do so.
