 #3616 adds Python 3.6 x (Ubuntu, macOS) to coverage test matrix on GitHub
 Actions.  Windows is missing from that test matrix because Windows is,
 well, different.  Adding Windows to the test matrix will take more effort
 than just adding a line or two to CI configuration.  This ticket is to
 track that task.
