 After some discussion in IRC around [[https://github.com/tahoe-lafs/tahoe-
 lafs/pull/1020#discussion_r604357486|network access in the tests]] and
 struggling a bit with spinning up a native server, we've decided to change
 the scope of this ticket to remove AccountURLChecker.
