 In order to better guide project contributors and other decision-making,
 Tahoe needs a roadmap. This should be a high-level guide as to where the
 project is going.

 Some examples of decisions this roadmap should inform:

  - "Can we delete the 'tahoe backup' command?"
  - "Should Tahoe have Web code built into it?"

 This document should live somewhere in the Tahoe repository.
