 Tahoe has switched to coveralls.io from codecov.io for coverage reporting.
 Currently tests that run on GitHub Actions is the only source for coverage
 data, and we collect no coverage data for Python 3.6 at GitHub Actions.
 Previously codecov.io has Python 3.6 coverage data from CircleCI.
