 Just enough HTTP server to do a query.

 This should include:

 1. HTTP server infrastructure.
 2. Just enough code to implement the version query.
 3. A client that can send a version query.
 4. A test that hooks up the two.

 Out of scope:

 1. TLS certificate generation (maybe? might want it).
 2. CDDL schema validation.
