 Thinking about implementation some more... there'd be a lot of duplicated
 functionality if you had two `IServer` implementations, especially given
 the need for backwards compatibility. So perhaps a better approach is
 making `NativeStorageServer` choose an HTTP `IStorageServer` client if
 there are NURLs.
