New description:

 As #3956 demonstrates, there are bugs in the HTTP protocol that are not
 caught by the current test suite. Since unit test coverage is pretty good,
 this suggests the need for more end-to-end testing. Possibly just a larger
 variety of uploads and download sizes would suffice? But will need some
 thought; bugs found after the protocol is in use may be much harder to
 fix.
