 Right now it's hard-coded to 30MB
 (`allmydata.storage.http_client.limited_content`), and user might want to
 configure it. For this to be a useful knob, this will need to configure
 also the actual code that _sends_ the request and determines how much it
 asks for... and maybe it's not a useful knob at all?
