 The GBS HTTP server implementation is now largely complete.  We have
 reviewed each piece as it was developed.  We should now review the whole
 thing to make sure it is consistent and in particular to build confidence
 that it is safe to ship a version of Tahoe-LAFS in which it is _turned
 on_.
