 * https://tahoe-lafs.org/trac/tahoe-lafs/ticket/3905 (a bug exposed by
 current code in the branch)

 Can't be merged before:

 * https://tahoe-lafs.org/trac/tahoe-lafs/ticket/3904

 Remaining work:

 * Make sure NURLs can be generated (one per Listener on the Tub?), ideally
 by switching test_istorageserver HTTP usage to the new protocol switch
 mechanism.
