 1. Latest ruff
 2. New towncrier is out
 3. New Twisted is out, relevant to mypy setup
 4. mypy should really run with both --python-version 3.8 and 3.11/3.12,
 because they have different library imports. That way it'll match whatever
 Python developers are using.
