 This has been discussed at least in PR1399 while fixing #4136:

 And may be ending in the master soon via this commit in PR1395:

 But I think it is worth a ticket to state where we stand, and may how far
 we should/could go in pinning (we might be constrained: see #4053).

 Also, it could make sense to use `latest` in some other context (not for
 PRs): see  #4021.
