 With ticket:4143 and [https://github.com/tahoe-lafs/tahoe-lafs/pull/1409
 PR#1409] (not yet merged), we've published a new `fedora-40` image.

 I've prepared a [https://github.com/LeastAuthority/tahoe-lafs/tree/4137
 .bring-back-and-update-fedora-builder branch] to re-activate the fedora
 builder (previously dropped in [https://github.com/tahoe-lafs/tahoe-
 lafs/pull/1395 PR#1395]) and switch to version 40 with Python 3.12.

 It's building the wheel and unit testing
 [https://app.circleci.com/pipelines/github/LeastAuthority/tahoe-
 lafs/1251/workflows/e1b600af-af84-4cfb-9a98-34ebb5084690/jobs/15327
 successfully], but it's not ready yet for a PR because pending on
 ticket:4131 and [https://github.com/tahoe-lafs/tahoe-lafs/pull/1406
 PR#1406] (which is also pending on ticket:4143 and [https://github.com
 /tahoe-lafs/tahoe-lafs/pull/1409 PR#1409]).

 But we are getting there...
