 definitely be self-hosted.

 And as mentioned a couple of time, the self-hosted step was a technical
 requirement before the outcome to be "hostable" elsewhere.

 Thus, self-hosting first and documenting (opt. demonstrating) the
 migration on an SaaS next looks like a good way to ensure this constrain
 has been honored.
