 Seems `integration/test_tor.py` does not test both protocols explicitly.

 I thought the default of `"force_foolscap" == false` means HTTP is tried
 first.
 Does it also mean foolscap is tried if HTTP does not work?
 If so, why would that fallback not work for Guest46?
