One of the cheapest server types I use is a Supermicro Atom based one (with Intel
NICs and onboard IPMI). 1U. It is not fanless, yet relatively quiet.

Minus: only space for one 3.5" SATA (but you can mount an SSD with hotglue or
dual-side sticky tape) but 2x 2.5" SATA inside. No ECC memory.
