It's not clear to me that this is a bug, at least not in the uploader. It is the intended
behaviour that if less than shares.happy nodes accept a share, then the upload will fail.
So, to verify a bug in the uploader, we'd need to see from the logs that all servers
accepted shares. If not, then there may be a bug in the server(s) that failed to accept a
share, or there may have been a network problem.
Even if there were no bugs and no network problems in the normal case, setting
shares.happy = shares.total still puts you in a situation where a single failure
will compromise upload availability.
