In fact I'm. or rather - I was
miurr3 until it's long downtime was running under Windows
(I'm talking with Andrew privately about building)
I was thinking about sending him my windows binaries but given Tahoe-LAFS emphasis on security decided against it, also my windows binaries are built from sources patched to workaround https://tahoe-lafs.org/trac/tahoe-lafs/ticket/1674, basically this mean config location is hardcoded)
