Dear vg2 folks (if any of you are still here!):
You several times reported a bug during the vg2 experiment, and I
never understood it, and we just now figured it out.
#2016: Not enough available servers are found

As Daira mentions on that ticket, this probably explains why the vg2
was unreliable when h was close to N. This bug would cause upload to
fail even when there were lots of available servers.
Also, I'm happy to report that our Google Summer of Code student has
already fixed this bug, even before we realized that it was the same
bug as the one that afflicted vg2!
