docs: describe BTC/development with OpenCollective?

Add OpenCollective? transfer address to docs/donations.rst

Also update the Aspiration sections with overall details, and the
second phase we did in 2020.

5`docs/donations.rst` describes the "Transparent Accounting" that we use for
6BTC that has been donated to the Tahoe project. That document lists the
7budget items for which we intend to spend these funds, and a Bitcoin public
8key for each one. It is signed by the Tahoe-LAFS Release Signing Key, and
9gets re-signed each time a new budget item is added.

11For every expense that get paid, the BTC will first be moved from the primary
12donation key into the budget-item -specific subkey, then moved from that
13subkey to whatever vendor or individual is being paid.

15This document tracks the actual payments made to each vendor. This file
16changes more frequently than `donations.rst`, hence it is *not* signed.
17However this file should never reference a budget item or public key which is
18not present in `donations.rst`. And every payment in this file should
19correspond to a transaction visible on the Bitcoin block chain explorer:
