I'm thinking it'd be better to have new tickets have no owner, than an overloaded Daira :-). And since most of these tickets are really unowned (Daira doesn't have time for all of them), they should be clearly and obviously unowned.

If you're just interested in seeing all new tickets, I think a query that lists all unowned tickets, or the email trac feed, would be the way to go.
