3919	Refactor ConfigUtilTests and Pipeline tests	fenn-cs		"Update `ConfigUtilTests` tests in `src/allmydata/test/test_configutil.py` and `Pipeline` in `src/allmydata/test/test_pipeline.py`  to either use `SyncTestCase` or `AsyncTestCase` base test case and not `unittest.TestCase`

This refactor would also involve using new and better assertion methods.

Added pipeline tests to this because just like the `ConfigUtilsTests` class `Pipeline` does not have a too many tests and so together would a bigger but still small size refactor PR
