Let's deprecate this (issuing a warning for a release or two if it's present) and then eventually get rid of it.

There are a bunch of other files in BASEDIR that should be deprecated too.. if anyone feels strongly about them, feel free to turn this ticket into a general ""deprecate these 12 files"" ticket.
