[tahoe-dev] Tahoe v0.7.0 is feature-complete

Folks:

As you can tell from The Roadmap [1] Tahoe v0.7.0 is now feature- 
complete! [*]

Next I'll update the docs (tickets #115, #194, #233, #241), write a  
release announcement, and send it to LWN, p2p-hackers, and some other  
announcement venues that I haven't figured out yet.

[*] Well, except that #233 shows that I still want to add a "tahoe  
mkdir" cmdline command, and #253 shows that I want to make sure that  
operations don't stall when connections break abruptly.  However,  
these might be put off til v0.7.1, because I really want to have  
v0.7.0 out by Monday morning.
