[tahoe-dev] Karmic packaging updates

Another update: I've got Karmic packages built, a new gpg key created,
and the .dsc/.changes files are signed. So they're ready for upload to
REVU. The remaining steps:

 * wait for launchpad.net to recognize this new GPG key
 * upload the files to REVU
 * comment upon them, explaining what state they're in, how they fit
together, etc
 * wait for favorable review, feedback, fixes, and maybe acceptance

zooko: I'll post a list of setup.py changes and issues when I get
another burst of work-time later on today.
