[tahoe-dev] 1.7.1: coming tomorrow

Folks:

I didn't release 1.7.1 tonight after all because there are a couple of
upload bugs (#1117 and #1118) that we think we have mostly debugged
but we're not quite finished writing unit tests for them. (One reason
we didn't finish is we had trouble with logging during unit tests
which turned out to be a bug in foolscap -- foolscap #154.)

We did however finish up a slew of nice bugfixes and improvements for v1.7.1!

Brian, David-Sarah and/or Kevan) and release the result as v1.7.1. :-)
