yes, you definitely should.  we packagers need to know - dependency
changes should also be noted in NEWS, and in my mind are a big deal (not
saying you shouldn't do it, just that it should be loud).

Python installed it in the DESTDIR during install.  I don't grok
setup.py enough to know whether that was intended so I asked.  I can
make a full build log.
